Originally formed in 1993, DECA Aviation was created to provide engineering services for the aviation market, with a special emphasis on support of the certification requirements in the civilian sector of the industry. Founded by Mr. Robert Foster, the company first opened for business in the historical hangars operated by Millardair, at 2450 Derry Road, at the north end of Toronto's Pearson International Airport. Within one-and-a-half years, the company had expanded and moved to its present office facilities at 1804 Alstep Drive in the Derry and Dixie area in Mississauga.

In the early days, customers were referred to us by word of mouth, and a good customer base was built up rapidly. Delegation of authority from Transport Canada for Design Approval Representatives was granted early in 1993; this allowed DECA Aviation to provide fast responses to requests for aeronautical design approvals. This delegation has since been expanded; DECA was certified as a Design Approval Organization in July 2000, with delegation in the areas of Structures and Mechanical Systems.

An excellent and close working relationship with Transport Canada continues to be maintained, to ensure that approval programs can meet the demanding schedules often required in the aviation industry.

In 1995, DECA Aviation acquired the aviation- and airworthiness-related assets of Aastra Aerospace. Originally formed as H. Aass Aero Engineering by Mr. Haakon Aass of Ottawa, HAAE, and its successor companies Aass Aerospace and Aastra Aerospace  (now Aastra Technologies Limited), had always provided an engineering service to a niche market in the aircraft modification and repair sector. Over a thousand "major modification approvals" and Limited Supplemental Type Certificates were issued by Aass, dating back to the early 1970s. DECA Aviation is pleased to be able to provide continuing airworthiness support for the fine tradition that Mr. Aass established over 30 years ago.

DECA's engineering capability has been applied to a wide range of aeronautical products. We have worked on aircraft as small as the Cessna 172, and as large as the Lockheed L-1011. We have worked on a vintage PBY Canso / Catalina aircraft, and on the state-of-the-art Bombardier Global Express. Programs have ranged from the simplest of repairs, to engineering support for engine conversion programs, to a full EM Survey aircraft reconfiguration.
